Required education:  

Master’s degree in International Development, Information Management, Education, Public Health, Social Work, or any other related fields.

Field of experience:  

Design, Monitoring, Evaluation & Learning, Data Science, Business Development, Proposal Development, Grants Acquisition

Years of experience:  

Minimum 5 – 7 years of relevant experience, 3 years of Monitoring and Evaluation experience is a must.

Job Description:

Development and Implementation of Monitoring, Evaluation, and Learning
Create a detailed implementation plan, a framework, and procedures for the monitoring and evaluation of project activities. Define and implement the key project performance indicators (KPI) as well as monitor them throughout the duration of each project.

1- Develop M&E tools, guidelines, as well as data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals, data collection templates…)
2- Support all M&E initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
3- Upskill the operations field team in their role to collect and enter data from participants through registration database and surveys. Undertake the routine field checking of the work of enumerators and other M&E-related field staff, supervise quality in the field and ensure data accuracy and completeness.
4- Implement the quality assurance framework that supports a learning culture and an enhancement of DOT Lebanon’s programs and services
5- Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
6- Support the development and implementation of a MEL manual(per the approved MEL Plan) outlining M&E systems for data collection, targeting and tracking indicators, knowledge management, impact assessments, learning activities, and reporting in compliance with the donor requirements.
7- Lead the design and development of management information systems in coordination with a software company or in-house with the IT unit.
8- Manage the M&E online database and ensure the data is accurate, updated, and complete.

9- Develop the donor’s reports and ensure high-quality reports are submitted on time for the program.
10- Support project/program staff on ways to properly document, organize and capture program learning, progress with close coordination with the operations and communications team to generate M&E reports and comms. materials.
11- Propose strategies to increase data use and demand amongst Program staff and in reports.
12- Contribute to the development of program and operational reporting templates that facilitate the acquisition and aggregation of information in programs in order to meet identified information needs.

Business Development
13- Lead the development of quality concept notes, proposals, log frames, M&E work plans, and targets during the drafting of donor project proposals as well as throughout project implementation
14- Identify business development opportunities through online grant systems.
15- Develop a strong relationship with potential partners to generate long-term partnerships.
16- Support the Country Director and Operations Manager in coordinating with partners and facilitating partnerships.
17- Support in the development of programs budgets.
18- Develop a sustainable business development strategy to support organizational sustainability.
19- Develop suitable tools for business development, including grants monitoring, grants analysis, etc.
